Our Strategy
Our local development strategy forms the basis for development in our area. The strategy constitutes the framework for our activities during the years 2023-2030 and thus guides our work and how our funds will be distributed during the period. The strategy is based on local needs and has been developed in collaboration between the public, non-profit, and private sectors.
The Future Rural Areas in Höga Kusten 2030
Support from Leader Höga Kusten shall go to initiatives that contribute to implementing our local development strategy – The Future Rural Areas in Höga Kusten 2030. The strategy can be described as a puzzle, where the projects constitute the pieces. In the strategy, you will find our vision and goals, our principles, and areas of intervention.

Our overarching principles
Projects funded by Leader Höga Kusten shall be based on collaboration and non-discrimination and take into account the planetary boundaries.
Collaboration – together we achieve more
Collaboration is required to achieve successful development work. Leader Höga Kusten does not provide support to develop an individual company/organization but grants support for ideas that are implemented in collaboration. Business, associations, and/or public (at least two sectors) need to collaborate around an idea to be eligible for project funds.
Non-discrimination – counteract discrimination and promote equal rights, obligations, and opportunities
Not being discriminated against is a human right and should be an obvious part of all leader work. Swedish legislation provides protection against discrimination based on seven grounds. These are gender, gender identity or expression, ethnic affiliation, religion or other belief, disability, sexual orientation, and age. Each project needs to consider how to work non-discriminatorily by describing it in the project application.
Sustainable development – take into account the planetary boundaries
What we do at the local level is connected to the rest of the world. Our work is part of a larger context and in the goal of sustainable development within the planet's boundaries. Therefore, everyone who wants to drive leader projects needs to make a plan for how to implement their idea sustainably, e.g., minimize carbon emissions.

By 2030, Höga Kusten is a place where one feels welcome to live, work, and visit. It is a place where people realize their ideas, develop their entrepreneurship, and have an exciting leisure time. A place to long for!

Our focus areas
At Leader Höga Kusten, one can apply for support within focus areas to contribute to one or more of our goals. The focus areas constitute the strategy's tools and indicate in which areas development efforts should take place to achieve the strategy's goals. Projects should be conducted in one of three focus areas to contribute to goal fulfillment in one or more of the goals in the strategy.
A sustainable business community
Contribute to an attractive place, sustainable transition, and inclusion and diversity.
This can, for example, involve:
- Packaging sustainable Höga Kusten experiences so that more can visit and run businesses in Höga Kusten 12 months a year.
- In collaboration between businesses & associations, create business models that benefit both the climate and people.
- Develop business ideas that have more values than just economic; e.g., circular economy and social inclusion.
Attractive places
Strengthens Höga Kusten's attractiveness to live, work, and visit.
This can, for example, involve:
- Develop the tourism industry in collaboration with the local population, landowners, and local entrepreneurs.
- Strengthen social cohesion by involving more and new groups in the community's development.
- Increase access to services through collaboration and digital solutions.
- Increase access to attractive year-round housing.
An engaged and inclusive civil society
It is together with engagement that we create development. Inclusive and sustainable communities contribute to innovation.
This can, for example, involve:
- Develop activities and structures to include more in civil society and business.
- Create meaningful leisure for more.
- Create a shared vision of the Höga Kusten brand.
- Develop the sharing economy.
- Create activities that strengthen both physical and digital engagement.
Pre-study
Conducting a pre-study can be a good way to investigate the conditions for a larger project or initiative.
This can, for example, involve:
- Investigate efforts that can contribute to fulfilling the strategy's goals.
- Project ideas that need to be investigated before it becomes a full-scale project and that fit within one of the intervention areas above.
